User Setup

Hubble facilitates a Budgeting and Planning process with controls and workflow by allowing many participants to perform different actions based on their specific role and responsibility. The access and privileges available to a user are dependent on the combination of Licenses, Capabilities, and Activity Participant Role.

Licenses

Below is a list of user licenses that are utilized to access Budgeting and Planning functionality. These licenses, in conjunction with Budget Capabilities and Activity Participant Roles, provide controlled access to all Budgeting dialogs.

  • Budgeting Licenses:
    • Budgeting (BUD) – This is a license type for the users that will be actively participating in budgeting/planning within Hubble. If a Power User (CFG, RPT licenses) has this, they will have the ability to create budget input forms. If an Viewer user (CON license) has this, they will be able to use the input forms to enter data.
    • DX Data Entry (DXE) – Provides the ability to use a DX- created report as an input form.
  • Licenses to create, edit, or access Budgeting Input Forms:
    • Configurator (CFG) - A user with a Configurator license has the ability to control the user interface and the templates made available to other Hubble users.
    • Reporting (RPT) - Hubble Power users must have this license assigned along with the license(s) for the specific modules for which they should have access. Access to the General Ledger (GL) and/or Job Costing (JC) module is required for import forms created from GL Balances and/or JC Balances.
    • Console (CON) - A Hubble Viewer user has the ability to view and run Hubble inquiries created by other users, all in real-time, in order to make timely and better-informed decisions. This product is designed for users who will not be creating reports and do not need the full functionality available to Power users.
    • Designer Express Designer (DXD) - This license is for advanced users who create new templates, which include Data Entry Tables, using Designer Express. Users with this license must also have a DX license as well as a Configurator license (CFG) in order to be able to create new templates
    • Designer Express (DX) - This license is for users who can access and create inquiries based on the templates created by users with a DXD license.

Capabilities

Capabilities can be assigned at the group or individual user level and can be accessed by right clicking on the group or individual user and selecting Capabilities within the Administrator tool. Any change to these settings will require the users to restart Hubble before taking effect.

Basic Budgeting Capabilities

There are 3 main capabilities for budgeting users. These are found in the Budgeting tab within Capabilities and also within Advanced Capabilities:

  • Administrator Permission – If granted, it allows full administrative rights to within Budgeting. The functionality granted to an Administrator provides full access to administrate all aspects (creating, editing and deleting) of all activities, ledgers, and forms. Administrators can also open and close cycles.

    Note that if you assign the Administrator Permission Capability, you should also assign the Management and Participation Capability.

  • Management Permission - If granted, it allows access to the functionality required to be a Controller or Supervisor, as assigned, in a Budget Activity. The functionality granted to a Controller (e.g. Upload and Override Form Status) is applicable only for their assigned Approvers and Contributors, and the functionality of a Supervisor is only applicable within that Activity. Note that if you assign the Management Permission Capability, you should also assign the Participation Capability.
  • Participation – If granted, it allows access to the functionality required to perform the participant role of Contributor or Approver, as assigned, in a Budget Activity. The functionality granted to an Approver (e.g. Approve or Reject) is only applicable within their Approver group.

Advanced Capabilities

There are other capabilities for budgeting users that are set within Advanced Capabilities. These capabilities are specific to items/functions such as buttons on the menu, editing comments in budgeting mode, and setting a reminder to the user to Apply Model. Besides the capabilities that enable specific buttons on the menu, some other settings worth noting include:

Budgeting and Forecasting

These features are set in Advanced Capabilities under Hubble Inquiry Settings > Budgeting and Forecasting:

  • Budget Activities Button and Budget Hubble Ledger UI Controls - used to enable and disable access to budget activity and ledger facilities.
  • Commenting in Budgeting Mode - when enabled, comment permissions are ignored while in Enter Budget Mode, allowing anyone that can access Enter Budget Mode to enter comments while in that mode.
  • Keep Submissions – controls the ability to edit and the default value of the “Keep submissions in Hubble ledgers after uploading” checkbox within the Upload dialog screen.
  • Show Apply Model Reminder - when enabled, a budgeting user is asked whether all models have been applied when exiting Enter Budget Mode.
  • Legacy Cascade - when enabled (recommended), after a cascade is run the model is saved over the existing model in the repository. This will save the newly updated “Create” steps into the model. This is often utilized so that the user is only required to run the cascade when it is necessary to update the information on those tabs. When disabled, the uploaded model version will remain as is, regardless of every cascade run.
  • Legacy Create Model - when disabled (recommended), values in a “Create” cascade step will include padding. When enabled, values in a “Create” cascade step will not be padded.
  • Legacy Matching for Apply Model – when disabled (recommended option) padding in label fields will be considered when Apply Model is matching intersections. When using Wildcard modeling, the wildcard will be replaced with padded values. When enabled, padding in label fields will be ignored when Apply Model is matching intersection and wildcards will be replaced with non-padded values.

    Note: It is important that the Legacy Create feature be in line (i.e Padded or Non-padded) with the Legacy Matching for Apply Model it is our recommendation that they both be disabled.

  • Cascade can use multiple workbooks - Allows cascade to contain models from multiple Excel workbooks.
  • Use Debug Modeling Engine – When enabled, turns on the model debug feature when using Apply Model for a Model with Wildcards. Only turn this on for troubleshooting as it will impact performance.

Show Missing Balances Capability (JD Edwards Only)

This feature is set within Advanced Capabilities > Hubble Inquiry Settings > Feature Control:

  • Show Missing Balances – when enabled (recommended), displays the option for Missing Balances on the Design Menu. By default, rows for which there are no data in the inquiry are not displayed in Hubble. In order to display all accounts from the Account Master Table (F0901), the Missing Balances Feature must be turned on. For example, if a company had a new account that did not have data in the current year but will require a budget for the next year, a user would want to see this account in Hubble when creating an input form for the next year.

Budget Modeling Capabilities

These features are set in Advanced Capabilities under Hubble Inquiry Settings > Options > Budget Modeling:

  • Update and Download - this allows budgeting users the ability to update the assigned Model with the data displayed on the current Hubble Input Form and download the Microsoft Excel workbook to their computer.
  • Upload to / Download from Repository – this provides access to the Upload and Download buttons on the Budgeting Menu.

Email Address Setup

In order to use the Email Notification Functionality in Budgeting, you must define the email address for each Budgeting user within their user profile. To do this, follow these steps:

  1. Within Administrator, under Users and Groups, select Everyone.
  2. Right-click on a specific user and select Edit.
  3. In the User Definition dialog, define the user’s email address.
